Mr. Willingham is a Licensed Professional Engineer with over 26 years of experience in engineering design and management.
Prior to joining Shelby County, Mr. Willingham served as the Director of Development Services & Public Works for the City of Pelham. Prior to this role, he served as Vice President of a regional consulting engineering firm in the Birmingham area, responsible for the firm’s Alabama Transportation business unit. Prior to this role, he served as Project Manager for another regional consulting engineering firm in the Birmingham area.
Mr. Willingham obtained a Bachelor of Science in Civil Engineering from the University of Alabama in 1993. He is a member of the Capstone Engineering Society and the American Society of Civil Engineers where he has served in multiple roles including President of the Birmingham Branch. In 2010, Mr. Willingham obtained the Project Management Professional certification from the Project Management Institute. He has completed leadership programs including the Barge Leadership Institute by the Lipscomb University College of Business and the Alabama Leadership Development Series by the American Council of Engineering Companies.
Mr. Willingham has been a resident of Shelby County for over 26 years. He is married to Tonya Willingham; they have four children and live in the Chelsea Area.
